Google determines the relevance of your page by analysing its content based on several factors, including where and how often you use certain words in that piece of content.
Google measures authority by the number of links pointing to that page and how trustworthy those links are.
The links to your website are basically like votes but with a slight difference. The winner is determined not just by the largest number of votes with the highest number of incoming links it has. It is crowned champion based on the quality of those links with the highest quality links making your website champion.
Quality has become the #1 ranking factor in Google, especially since the Google Panda and Penguin updates.
